It would be a huge conservation loss (and a crime) if this would occur. It has been banned for 20 years, why would we let this happen!? Studies show that whales and dolphins should be granted the same rights as humans based on intelligence and communication studies. Many scientists are fighting for their rights, and this would deal a huge blow to progress. These animals deserve protection!
